The Pittsburgh Home Ownership Program (PHOP) provides below market rate first mortgage financing to buy new or existing homes in move-in condition in the City of Pittsburgh. Down payment/closing cost assistance grant funds are available for all borrowers. You’ll find the PHOP fact sheet on the URA’s website. Second Mortgage Financing provides interest free, deferred second mortgage financing to help purchase a new or rehabbed single family home through the Neighborhood Housing Program and the Housing Recovery Program-Developer.
