Home Buyer Programs through the Urban Redevelopment Authority

The Urban Redevelopment Authority, URA, offers an array of mortgage products to help you on your way to home ownership. Take a look at these amazing resources that make home ownership in Pittsburgh attainable for so many residents! Income limits and program areas do apply.

The Pittsburgh Home Ownership Program (PHOP) provides below market rate first mortgage financing to buy new or existing homes in move-in condition in the City of Pittsburgh. Down payment/closing cost assistance grant funds are available for all borrowers. You’ll find the PHOP fact sheet on the URA’s website. Second Mortgage Financing provides interest free, deferred second mortgage financing to help purchase a new or rehabbed single family home through the Neighborhood Housing Program and the Housing Recovery Program-Developer.
